Budućnost informacionih nauka

Imao sam zadovoljstvo da prošle sedmice učestvujem u radu 3. međunarodne konferencije "INFuture2011: The Future of Information Sciences", koja je održana na Filozofskom fakultetu u Zagrebu. Predstavio sam svoj rad "Sociopolitical Aspects of Electronic Voting" čiji abstrakt možete pročitati u ovom postu.

Sociološki aspekti informaciono-komunikacionih tehnologija je tema koja me zaokuplja već neko vrijeme. Velike informacione sisteme nije moguće posmatrati u tehnološkoj, niti sociološkoj izolaciji. Jednostavno se mora proučavati interakcija koja postoji između različitih aspekata ovih sistema.

Elektronsko glasanje je tema mog istraživanja na doktorskim studijama, i dok je tehnološka strana primarni fokus, jednostavno ne mogu da zaobiđem kakve su sociološke implikacije uvođenja IKT u proces glasanja. Naravno, pored ovih aspekata, kada se govori o elektronskom glasanju, treba uzeti u obzir i pravne, kao i političke aspekte.

Na konferenciji sam čuo dosta zanimljivih radova, od onih koji govore o korištenju IKT kao alatu za očuvanje kulturne baštine, pa sve do psiholoških aspekata sajber prostora. Pojavljuju se novi pravci istraživanja, kojih nismo ni bili svjesni prije nekoliko godina. Čini mi se da postoje mnoge nepoznanice kuda će ići razvoj IKT, kao i kakav uticaj na društvo će ovaj razvoj imati.

Abstract

There are a number of countries throughout the world that implemented some type of electronic voting in the past three decades. In this paper we are examining the experiences from these countries based on the conducted social researches and the political effects that electronic voting brought. From the social point of view it is evident that voters are not so excited to switch from traditional, sociocentric voting to faceless electronic voting. Looking from the political point of view, arguments that another voting channel will increase political participation do not hold so strong against the numbers from elections where electronic voting was one of the options. Nevertheless, with the growing infiltration of information and communication technologies in our society, it is almost certain that all countries, including Bosnia and Herzegovina and countries from the Balkans region, will implement some kind of electronic voting in near future. That’s why we are trying to give several directions how to implement electronic voting as painless as possible in this paper.
